There has to be an event there for the TFR to pop up. I'm guessing the new mark is to make it easier for us to see the places that we need to check are active or not? Disneyland, nuclear facilities, Beale AFB, etc. If it goes into the next charting cycle, it ought to be something other than a "temporary" flight restriction.
