There are “grandfathered” tour operators in Yellowstone. Mike Karrish started back in the day with a B47....still flys there for the park, and still offers tours too. Although in a nice L4, but nonetheless there are tours there.
Other operators that fly there capitalize on the fact most people wanting a tour are wanting to take photos of the more well known features and scenery. So they do them as photo flights. In the parks they stay up as requested. Outside of the parks they go as low as is safe, and it allows some spectacular scenic and wildlife views and photo opportunities.

Glacier NP, Yellowstone, Tetons...all have scenic and or photo flight options. Having worked there for 2 years, I flew quite a few every year.

Sometimes we think we know it all....only later to discover we only knew all we had learned. Never stop learning.

The past few visits to Bryce Canyon I saw helicopter tours advertised. Elevation there is over 8,000 ft.
