Exception to Policy request help

Recommended Posts

Hey everyone. I need help figuring out how to get an exception to policy granted. My reruiter has not come across this issue, and after a lot of digging, I found out who the approving authority will be and that's it.

If you're curious, the policy I'm accepted to be waived on is in AR 611-110, chapter 1-5 section e, the attendance to a military sponsored flight school (in my case, Navy) eliminates me from attendance from Army Flight. Headquarters of the Department of the Army will consider the applicant on a case by case basis.

Between research, recruiters, and reaching out to my congressman (to get a quicker bridge to the Pentagon to see if they could answer this question), I was advised that I either need to get a memo from them stating the exception to policy was granted, OR, that I need to submit a memo requesting this exception to policy with my packet, and then my packet will be sent up higher than the WOFT board for approval.

If anybody has anything on this, please let me know. Thank you.

Are you AD or a civilian? National guard or RA? Which policy are you referring to be waived? That stuff matters.T

The policy under AR 611-110 chapter 1-5 section e.

Right now I am an AD Naval Officer, but will either be a civilian, or still AD with my discharge papers in hand, just waiting to be let go by the Navy. I'll be applying for RA WOFT

Yeah I revised my post above after re reading your post...Probably not what you want to hear, but if you washed out of Navy Primary, you won't get into WOFT.

Your recruiter might blow smoke up your arse because thats what they are trained to do, but they should know exactly how to submit a waiver to policy through HRC and/or USAREC. I wouldn't be surprised if HRC/or USAREC hands that waiver request to an aviation liaison which will ultimately result in the denial.

You can reference this website if you believe you have a shot : http://www.usarec.army.mil/hq/warrant/

If you washed out for anything other than illness or some crazy life event that may garner sympathy, be warned, we have damn near the same flight physical standards as the Navy and no one is going to look kindly on academic/performance washout from another branch's flight school...

Yes sir I know my odds are low. I did not make it to Primary. I passed API but with less than ideal grades during a force reduction. My arguments were LORs from the Navy flight school director stating I would not have been attrited if there was not a force reduction, the fact that it was pre-flight and not actual flight as the regulations states, and just the fact that I've already done basic training so it would be cheaper to roll the dice on me than others.

I have low expectations but I'm still going to go for it. Just need to know what I have to do to request the ETP. I asked two recruiters and they were not able to answer me with certainty.

Why not try Air Force then? Why Army WOFT? It isnt a back up plan, nor is it easy.

Ive seen this before within the last 2 years where other branched candidates washout from either AF or Navy and think our program will give them new life. It wont. Force reduction or not, youll get no quarter from the Flight warrants evaluating your packet.

You passed preflight, not what would be considered basic on our end. And you are at a disadvantage coming from the Navy as you would be switching to an infantry centric force and will be required to attend Army basic training, like bootcamp, not flight basic and that is before WOCS, WOBC, SEREc.

Im not telling you not to try, but there is probably a reason the recruiting station leader hasnt just picked up a phone and called their battalion 1st Sergeant to get your waiver process started. As the dude above posted, it may not even require a waiver and it is unclear how you came to the conclusion youd need a waiver in the first place...

To answer your question and to keep further saltiness on my part from shining through, you need to call the warrant officer recruiting team via the website link I gave you. There should be a CW2 or 3 with posted contact numbers on the website somewhere.

When I said basic......that's basic training... I was enlisted in the Army before commissioning into the Navy. I would not have to go through basic training first, or wocs due to my commissioning source. I tried flying for the Army originally. Took the SIFT way before I even thought about switching branches. It isn't a backup plan, the Navy was.

I came to the conclusion I need a waiver by placing phone calls to my congressman, guys pretty high up the CoC at Rucker, all of whom said I need the waiver, but didn't provide guidance on how....and the regulation does state it. I read it inside and out. The regulation does cover warrant officers as well.

Thanks for the help.

When did you take the SIFT? Its only be around for a couple years.

When did you go through Army Basic?

If you resign your commission or leave AD Navy and maintain civilian status for some time prior to entering WOFT I dont believe you can use your commission source to bypass WOCS. There is an inter service transition program for Sister service OCS but to my knowledge you need to maintain active status for that to apply.

Either way, if you use the interservice transfer program and youll be competing for slots with other AD memebers, not civilians.

If You are saying the Army might be more likely to take you because you already have a commission thus saving money on you for WOCS, then what are they going to say about spending more money on you in addition to money the Navy spent on you to wash their pipeline? Cmon bro

The guy who asked about his chances with a recent DUI last month has about the same chances you do if getting picked up. Im sorry dude, Im being an arse so Ill cut it off after this.

Before you start writing letters for an exception to policy be 100% sure that this regulation covers your situation. AR 611-110 is very clear in that it applies only for “selecting officers, cadets, and officer candidates” and that you must “Be an Active or Reserve Component warrant officer, lieutenant, or captain, or be in training for a commission”. If you planned to apply as an active duty Navy officer to become an Army commissioned officer aviator you would be correct in using this AR, but that would also limit you to having no more than four years of commissioned service. If you put in a packet to be a warrant officer or wait until you’re a civilian I don’t think this AR applies to you.
