According to the book "Helicopters, a Contemporary History" distributed by H.A.I. the NYPD was the first law enforcement agency to obtain a helicopter in 1948.  I believe LAPD and LASO followed shortly after.  These helicopters were used for various special functions, but not for routine patrol.  I believe the Los Angeles County Sheriff's Dept was the first agency to use a helicopter for routine patrol during the day and night in 1966 with project "Sky Knight".  The "Sky Knight" program is still operating today, 30 plus years later, virtually unchanged since it's inception.
