Power Settling vs. Settling With Power

Since this is a general military discussion board, I figured we might throw these two terms out there to see what kind of discussion it generates. Tell me what you know, believe you know, or straight up guess what you think is similar and different between the two terms.

I'd just guess that its a difference of terminology between the army and navy?
One service uses one term and the other service uses the other one? Or does one service use both terms but one differently than the other, or do both services use both terms differently from each other?

Power settling and settling with power is the same thing, I believe. Settling with power causes the vortex ring effect and creates an unstable condition on the rotor blades and drastically decreases lift, right?

Settling with Power, is also known as Vortex Ring State, and is an aerodynamic phenomena, whereas Power Settling is simply overboosting or not having enough power to arrest a rate a decent. Both can be applied to main rotor as well as tail rotor, the latter being refered to as tail rotor authority. Power settling, or running out of authority, can lead to Settling with Power, if given enough time to develop.
