FAA wants to discuss Helicopter safety

What I found interesting is in the latest NPRM did NOT include mandatory NVGs or other NVIS equipment for EMS operators. This is one of the NTSB recommendations. While most operators are already implmenting NVGs it was suprising to see the FAA didn't include it.

Here is what I want and I'll proably never get to see it become a reality. Quarterly flight and ground training of one hour each. To include instrument training, IIMC and EPs. Most of these helicopter accidents are the result of a poor decision by a pilot. Such, we need to look at the decision making process and how we can help train pilots to identify a link in the accident chain.
