Because he's hasn't paid enough $$ out to get rated already. Why $20,000? He's already a rated CFI so you don't need to train him. He already flys the R22 so you don't need to transition him. I'm

Joined the Sheriff's Dept in 2004...air ops division required private w/instrument rating. Maxed my CC to obtain PPL for ASEL and RTC. Instrument then added to ASEL. Then, after seven years of pushing a patrol car around...bam, accepted into air support. Three years and counting... I pinch myself every day I pull into the parking lot at the office :)

I've been keeping an eye on those Florida Sheriff's Department flying jobs hoping I qualify for one.

 

So far, I am not a resident of Florida.. ;)
