I'm hoping this isn't a repost somewhere. I always find huge arguments on this subject, so hopefully this sheds some light on it. Second page, last paragraph.

 

Cliff notes:

 

Both can log pic:

 

1. If the safety pilot takes full responsibility for the flight.

2. If the student has the foggles on

3. and the student is the sole manipulator of the controls.

Correct. The only thing worth mentioning is the foggles. Once they come off, there is only one PIC, unless the Safety pilot is acting as a CFI(I).

 

Simply putting two CFIs in an aircraft does not allow them both to log PIC. The safety pilot is a workaround for those time builders that want to share costs.
