Are there any cilvilian jobs similar to a military crew chief? On medical, police, news helis etc? If so is there a progression element to get assigned/selected like in the military or is it just a straight shot to the flight crew once hired?

Military helicoptef crew chiefs are exceptional people doing a really demanding job. I've never seen a civilian job that was comparable. 

Offshore based jobs may do with pilot doing daily inspections, but we couldn't replace parts- except bulbs and fuses. I'd fly to a structure that had more than 1 helicopter and they would have a technician.

At that time they had 2 maintence teams of very experiencd pilots who also had A&P experience. Chet, you still among the quick?

Even flying from the main PHI base at Lafayette (then) maintenance ride alongs were rare, and even then for diagnstics or tracking the rotor. 

News birds are unique in that they may have a separate seat for the camera operator.

Government firefighting agencies operating Hawks have a qusi-CC in back. Most will require you to be a fire fighter for a number of years before qualifying for a spot.
