Maintenance by the book article:

1. A mechanic cannot rebuild an article. Only the manufacturer, or someone authorized by the manufacturer, can rebuild an article. See 43.3(B) and 43.3(j).

2. 43.13© is not applicable to most helicopter mechanics. This performance rule is only applicable to 135 ten or more passenger operations, with a Continuous Airworthiness Maintenance Program. Most helicopter mechanics work on 9 or less passenger aircraft. The performance rule for these maintenance operations is 43.13(a) and (B)
