What is required to be legal in the United States for a private pilot not carrying passengers to use NVG?

Can Russian or Chinese NVGs be used in the United States?

Check FAR 61.31(k) for requirements. To maintain recency in NVG operations check 61.57(f).

I'm not certain whether you can use foreign goggles, I just know that foreigners are restricted from using goggles with a high merit.
