Longer answer is that you can move if you're in light ships in Oil & Gas but generally not if you're IFR flying Mediums or Heavies due to the shortage of pilots in that part of the company. At the end of the day it comes down to what PHI need from you at any given time. If they're really stuck to fill a spot in EMS you'll be allowed to transfer, if they decide they need you more in O&G at that time, you'll stay in O&G. I'm sending you a PM with some extra info.
