Velocity, how do you handle the regs that only allow for SVFR aircraft in the airspace only if no other aircraft are present? Can an LOA allow you to accept other aircraft while you have an SVFR bird flying in?

Because the regs (7110.65 Ch7 Sec5) allow for LOAs to reduce the approved separation. Even without the separation reduction if a controller can maintain the approved separation (generally 3 miles or 500ft below) they can still run an IFR and a SVFR in the same surfaced based airspace. Like I said though, generally it's easiest (Class D) to run one in and one out but there is no requirement to sterilize the entire airspace for one SVFR.

Also, through LOAs you can run multiple SVFR aircraft in the same pattern. We did this regularly with F-18s conducting field carrier landing practice (FCLPs).

There are LOAs, facility letters, SOPs, waivers, etc, for many things in ATC.
