For those of you who live out of state but keep a car in LA, how do you register and insure it without a mailing address in LA? Or do you keep it registered in your home state?

States which require an inspection for the car only require it when its being operated in the state. If the car isn't in the state, then it doesn't need it to be inspected. Should you ever bring the car back to your home state, you can generally request a waiver of sorts from your DMV. In New Hampshire where I'm from they'll give you a 12 day waiver to get your car inspected.

Tucson, AZ requires you to have it inspected and send them the results to get a new sticker.

maybe its different for phoenix, but up here you can send in for an "out of state waiver" when you renew your registration.
