Why do they always sue the manufacturer?

 

They "throw it at the wall and see what sticks". In most cases, it has to do with a statute of limitations issue. For most civil actions, you only have one year to file your suit. So, to keep from running out (or short) on time, they throw anyone who MIGHT have any amount of culpability under the bus at the get go. If during the course of their investigation, they do determine liability, the suit is already filed. If not, they can always drop the suit.

 

If the question was rhetorical, then it's because they are tools.
