Russia claims this was an accident. Notice the truck that was "accidentally" fired on. It was a military style C&C vehicle with camo nets deployed. While it isn't clear who the observers were, it is confirmed they weren't Russian or Russian allies (So most likely NATO). Russian Bravado? or Russian Incompetence? 1 Quote
